On August 9th 2014, Canada proposed the Hazardous Products Regulations (HPR) in the Gazette Part I, in order to implement the GHS (Globally Harmonized System of Classification and Labelling of Chemicals). The proposal aims to bring the new HPR into force, no later than June 1, 2015.

US DOT Emergency Order on Transport of Petroleum Crude Oil by Rail

The US Secretary of Transportation issued an Amended Emergency Restriction/Prohibition Order on March 6, 2014.

The order requires "all persons who offer for transporation, or transport, in tank cars by rail in commerce to, from and within the United States, a bulk quantity of petroleum crude oil" to:

1. ensure that the material is properly tested;

2. treat Class 3 petroleum crude oil as a Packing Group (GP) I or PG II hazardous material only;

3. not reclassify crude oil with the intent to circumvent the requirements of the Amended Order.

Canada: Federal Budget Provides for GHS Implementation

The Chemistry Industry Association of Canada (CIAC) welcomes the federal government’s move to amend the Hazardous Products Act, as announced in the 2014-2015 federal budget. This is the first step that Canada needs to take to bring its system for classifying and labelling workplace chemicals in line with similar regulatory changes being made in the United States.
